Document Description
The University of California, Davis Medical Center proposes to construct a temporary surface parking lot on the east side of the medical center campus off of 49th Street between the MND Institute to the south and the Ronald McDonald House to the north. This temporary parking lot would provide additional parking capacity on a short-term basis, until such time that the campus provides additional permanent parking capacity by constructing new parking lots and a parking structure. The temporary lot would provide 134 spaces and would be developed with a chip-sealed surface. No other improvements such as lighting or landscaping would be installed. Construction of the temporary lot would begin in fall 2004 and be completed before the end of 2004. The lot is expected to remain in use until fall 2008.

Reasons for Exemption
The project is subject to the general exemption provided by CEQA Guidelines because as determined in the analysis, it can be seen with certainty that no component of the project will have a significant impact on the environment. The project is categorically exempt because it involves minor grading of previously graded and disturbed land and does not require the removal of any health, mature, scenic trees. The proposed site is on land that is currently undeveloped but that is highly disturbed and surrounded by development on all sides. Finally, the proposed project is exempt because it involves construction of a small surface parking facility designed to serve the campus' institutional buildings. Thus, the project will not have a significant effect on the environment.
None of the exceptions to categorical exemptions apply to the proposed project. The project would not impact an environmental resource of hazardous or critical concern. Analysis indicates that there are no unusual circumstances associated with the project such that it could result in a significant effect upon the environment. The project site is not in the viewshed of a scenic highway, nor would it affect any scenic resources. It is not located on a hazardous waste site, nor would it cause a substantial adverse change in the significance of any historical resource. Construction of the temporary parking lot would not result in an increase in campus population and the project will not result in additional traffic. It would therefore not result in an increase in campus population and the project will not result in additional traffic. It would therefore not result in cumulatively significant impacts or make a cumulatively considerable contribution to a significant cumulative impact.
