Document Description
Eastern Municipal Water District (EMWD) is implementing a desalination program in accordance with its Water Facilities Master Plan updated in December 2002. The purposes of the program are to 1) preserve high quality groundwater by controlling movement of brackish groundwater into the Lakeview subbasin; 2) control rising groundwater and manage long-term salinity of groundwater where recycled water is used extensively; and 3) improve reliability by development of a local water supply as a means of decreasing dependence on imported water. The desalination program calls for three desalination facilities. The first facility, the Menifee Desalter, was placed into service in the fall of 2001. The second facility, the Perris Desalter, is currently being constructed adjacent to the Menifee Desalter at the Sun City Regional Water Reclamation Facility (PVRWRF). Each facility will generate approximately one million gallons per day of waste brine that requires disposal. Waste brine from the Menifee and adjacent Perris Desalter can be discharged to EMWD's existing on-site brine line that extends to the Lake Elsinore area, and from there into the Temescal Valley Regional Interceptor for ultimate conveyance to the Santa Ana Regional Interceptor, a regional industrial wastewater treatment system serving portions of western Riverside County. However, the siting of the third Perris II Desalter at the PVRWRF will require a brine pipeline to convey waste brine to the existing non-reclaimable waste pipeline at the Menifee Desalter. The proposed project consists of the construction of approximately 19,800 lineal feet of 18-inch diameter brine conveyance pipeline. The pipeline will extend south along Murrieta Road within the existing right-of-way for approximately 18,950 lineal feet from Watson Road to Valley Boulevard and then continue westerly within the SCRWRF adjacent to Salt Creek for approximately 850 lineal feet to connect to the existing brine line at the Menifee Desalter Plant. Upon completion, the brine pipeline will provide efficient, reliable brine waste conveyance for the future Perris Desalter II.
