Document Description
The proposed project involves the Black Bench Specific Plan (No. 04-209) which allows for the development of a maximum of 1,500 single-family residential units, a 13.1 acre school site, and 81.2 acres of park/recreational facilities, and the preservation of 869 acres of open space. In addition to the Black Bench Specific Plan, the project includes a (1) proposed amendment to the City of Banning General Plan Circulation Element (#06-2502) to modify the alignment and classification of the planned secondary highway extending southwest from Bluff Street to identify the alignment of the project access road (Highland Home or Sunset Avenue), and to show collector streets proposed for the project site, (2) Lot Split #04-4509 (Tentative Tract Map 34001) and a Memorandum of Understanding by and between the City of Banning and SCC/Black Bench, LLC.
