Reasons for Exemption
Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced, and will have substantially the same purpose and capacity as the structure it replaces. The proposed project includes the removal of two portable classrooms ro be replaced by two new portable classrooms. The classrooms will serve an existing student population, and will be utilized for existing physical education classroom use. Therefore, the project falls within the Class 2 Exemption. The removal of two existing portable classrooms to be replaced with two new portable classrooms will not require the demolition of any existing structures, but will include minor site preparation work, including trenching for utilities. Class 11 consists of construction, or replacement of minor structures accessory to (appurtenant to) existing commercial, industrial, or institutional facilities. Restroom facilities are considered accessory to school use, and therefore, the project falls within the Class 11 Exemption. There is no reasonable probability that the project will have a significant effect on the environment due to unusual circumstances because the site is already developed as a school. The proposed project will not increase student attendance, or school capacity, but will serve the existing student population. The attached site plan indicates the proposed placement location of the portables and restroom facility.
