Reasons for Exemption
Based on historical information, there is a low probability that OE/UXO will be found. If OE/UXO is found the most probable munitions are .37 mm and .75, therefore, this activity is a small cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of possible UXO hazards. Based on a preliminary evaluation of the subject property for ferrous items and that this NOE will only pertain to one detonation event, the removal action cost is less than $1,000,000. The RAW includes a description of detonation requirements, an Engineering Evaluation/Cost Analysis, a Health and Safety Plan, a Quality Assurance Project Plan, and an Explosives Safety Submission. Fieldwork will be conducted utilizing these engineering, administrative, and work practice controls. The project will not have a significant effect on the environment because of the short project duration and the controlled manner in which potential UXO hazards will be destroyed. The EIR prepared for the school construction project was reviewed for biological impacts and determined that are no potential impacts based on current site conditions. Any biological mitigation required was completed prior to submitting this RAW. The Site is not on the Hazardous Waste and Substances Sites List or in a sensitive cultural or biological resource area.
