Document Description
Past industrial manufacturing activities impacted soil with lead. Contaminated soil was discovered after facility closure. The interim measures will address the potential health risk resulting from potential exposure to contaminated soil during facility redevelopment. The impacted area is contained within the facility boundaries and estimated to occupy an area 200 feet by 40 feet and a thickness from 3 to 6 feet. Additional future remediation project at the site may be necessary to remove other contaminants in other areas. When final remediation of the site is complete, a developer proposes to add several commercial and industrial warehouses at the property.

Reasons for Exemption
The site is not on the Hazardous Waste and Substances Sites List pursuant to Government Code 65962.5. The interim removal measures will not cause potential for significant effects on the environment because:
1. The facility is located in an Industrial Park and scheduled to undergo total demolition and renovation. There are no residential areas or sensitive receptors identified in the vicinity of the site.
2. Monitoring of particulate air emissions will be conducted during the excavation as described above.
3. Truck traffic will be limited to 15 trucks per day and will follow industrial corridors and the most direct route to the 710 freeway without impacting any residential areas or sensitive receptors.
4. Removal of the lead impacted soil will reduce the potential risk for future utility, landscaping, and construction workers at the site.
5. The removal of the lead contaminated soil is estimated to cost approximately $200,000.
6. The final cleanup level and need for land use restriction of the site will be determined by a subsequent project phase subject to Department approval.
