The execution and adoption of the Joint Powers Agreement will create the Dixon Regional Watershed Joint Powers Authority. Reasons for Exemption
The project establishes an independent joint powers agency that will exercise existing powers within the same geographic area as at present. Further, there is no possibility that the exercise of existing powers held in common among the four Lead Agencies will result in a physical change to the environment. Therefore, the project is exempt pursuant to the Class 20 categorical exemption and alternatively, pursuant to the general rule that CEQA applies only to projects that have the potential for causing significant effect on the environment.
