Document Description
This project is the approval of the "Final Workplan Soil Removal/Disposal, Off-Site Storm Water Swale Area, Railroad Right-of-Way South of the Tyco Facility's East End, 300 Constitution Drive, Menlo Park, California" (Work Plan), dated September 10, 2004. The activities proposed include: - Using a backhoe to excavate less than 200 cubic yards of soil contaminated with Poly Chlorinated Biphenyls. - Loading the excavated soil onto trucks for offiste transport of the soil to an approved disposal facility. - Confirmation sampling of soils collected from the bottom and side of the excavation area for analysis. - Backfill and restoration of the excavation area.

The proposed project fits the definition of a minor cleanup action under Title 14, Cal Code Regs., section 15330 because costs fall below the $1 million figure for a Class 30 Exemption. This action is to mitigate adverse environmental impacts to groundwater and surface water to ensure protection of the environment in the future. The project involves a small volume of soil being removed and a relatively short two week timeframe needed to complete work activities. This site not on any list compiled pursuant to section 65962.5 of the Government Code, referred to as the Hazardous Waste and Substances Sites List (Cortese List). No sensitive or endangered biological species or habitats have been identified at or near the project pursuant to the California Department of Fish and Game, Natural Diversity Data Base, CD-Government version, dated March 1, 2004. No cultural resources have been identified and no significant impacts or cumulative impacts as a result of this action have been identified.
