The project consists of the concurrent annexation of 17.09 acre (78th Fringe Area) and 55.95 acres, including 2.03 acres in public streets (79th Fringe Area), to Eastern Municipal Water District and The Metropolitan Water District of Southern California (Metropolitan). The properties are both planned for residential development. Metropolitan has adopted resolutions for annexation, approved the final terms and conditions for the annexations, and imposed a water standby charge within the annexation areas. Rancho California Water District (a subagency to Eastern Municipal Water District), acting as the Lead Agency and Applicant, adopted a Negative Declaration on August 14, 2003, for the annexation process for the 78th Fringe Area (also known as Annexation No. 84, Temecula Valley LLC/Lennar Communities Project). Rancho California Water District adopted a separate Negative Declaration on November 13, 2003, for the annexation process for the 79th Fringe Area (also identified as Annexation No. 86, Highpoint Monte Verde LLC Terracina Project).
