The project is a proposal for a Major Use Permit for three uses on the site: a group care facility for 200 foster care children, an on-site school (K through 12), and an interdenominational church. There will also be several accessory uses on the property, including: a water reclamation facility, a reservoir, a water tank, parking lots, pasture land, stables, barns, corrals, the bunk house, a caretaker's house, a guest house, a basketball court, a tennis court, a soccer field, and a baseball field.
