(a) An amendment to the Kern County General Plan from 8.1 (Intensive Agriculture) to 7.2 (Services Industrial) on 23.49 acres; (b) a zone change from A (Exclusive Agriculture) to M-2 PD (Medium Industrial - Precise Development); (c) the exclusion of 23.49 acres from the boundaries of Agricultural Preserve No. 12; and (d) a Tentative Parcel Map proposing to subdivide 23.49 acres into 18 parcels. The project site consists of two parcels totaling 23.49 acres developed with a 12,000 SF cotton gin building, a 70' truck scale, a domestic water well, and a 1,000 SF office building.
