Document Description
Existing law, Chapter 526, Statutes of 2003 (SB 20, Sher) enacted the Electronic Waste Recycling Act of 2003. Title 14 California Code of Regulations, Section 18660.6(b)(1) , based on the authority of this Act, established October 1, 2004, as the date beginning which covered electronic waste colledted in compliance with the Act would be eligible for payment from the fund created with revenues generated by the fee which the Act specified would be collected beginning July 1, 2004.

The amendment of this regulation without regulatory effect is exempt from CEQA guidelines, 14 CCR 15308, the categorical exemption for actions taken by regulatory agencies to protect the one administrative and bureaucratic requirement to support the payment system necessary for existing and new collectors and recyclers of covered electronic waste to prevent improper disposal of such waste, which, when discarded is a universal waste.
