The predominant land use south east of the project area is single-family residential, and a mix of retail, office, recreation uses and a mobile home park along the Esplanade. East of the study area, along Hicks Lane, the predominant land use if also single-family residential. The uses to the south and north west of the project area are primarily agricultural and rural residential.
Document Description
The City of Chico is preparing a Specific Plan and an EIR for approximatley 632 acres of developable land located within an area of Chico known as the Northwest Chico development area. The City's goal in preparing the Northwest Chico Specific Plan is to guide development in this area by identifying environmental and planning issues that must be considered in more detail as specific development proposals are received. The current project identifies locations for new residential, commercial and mixed use development as well as a network of opern space in the project area. The plan anticipates 20.3 acres of new commercial uses and approximately 334 acres of new residential uses or roughly 2000 new housing units. The City is currently preparing plans for the future DeGarmo Community Park, a 35 acre park that will be located within the project area. The City has already prepared a negative declaration for DeGarmo Park, so it is not part of this environmental review process. Key components of the NCSP will include: -A community vision and goals for the Northwest Chico development area; -A land use and development plan that identifies specific land uses, an open space framework, circulation patterns, bicycle and pedestrian improvements, and necessary infrastructure improvements; -Illustrative development concepts for each type of proposed land use including single-family and multi-family residential and commercial uses; and -An implementation plan including a conceptual phasing and financial plan.
