The proposed project is subject to the Regional Land Use Element Policy 1.4 Rural Development Area (RDA) and General Plan Land Use Designation (18) Multiple Rural Use. The General Plan requires minimum gross parcel size of 4, 8, or 20 acres, depending upon slope, and not more than 0.25, 0.125, or 0.05 dwelling unit per acre, respectively. The proposed project has gross parcel size and density that are consistent with the General Plan. The project is subject to the policies of the Mountain Empire Subregional Plan. The proposed project is consistent with the policies of the Mountain Empire Subregional Plan. The current zone is S92 General Rural Use Regulation, which requires a net minimum lot size of 8 acres.
Document Description
The project proposes a minor residential subdivision of 101.5 acres into four parcels ranging in size from 12.9 to 13.5 acres, with an 8.0-acre minimum lot size for four residential building sites. Also, a remainder parcel measuring 48.5 acres will be located on the west of the property. All lots are currently vacant and the single-family homes will be accessed through new driveways from Rock Knoll Lane, which abuts the property on the north. All lots will be on septic and the potable waste supply well will be installed, approved, and tested prior to the issuance of a septic tank permit. Grading proposed for project implementation on all five parcels will total approximately 731 cubic yards of cut and 731 cubic yards of fill with a maximum cut fill slope ratio of 1:1.5 and a fill slope ratio of 2:1 and maximum height of 14 feet. The grading for each parcel required a preliminary grading plan. The project is accessed by Rocky Knoll Lane, which is an existing private road, off of McCain Valley Road, which is an existing public road. The project is in the Mountain Empire Community Planning Area within an unincorporated portion of southeastern San Diego County. The entire project will be served by the following agencies/districts: Mountain Empire Unified School District, and the Boulevard County Service Area for Fire Services. Furthermore, the zoning use regulation is S92 (General Rural Use).
