Reasons for Exemption
1) Only grading for the bridge will occur no closer than 5 feet from either side of the uppermost embankment, 2) Construction of bridge will not require placing any structures in or on the banks of the creek, and 3) construction of the last 300' of trail will occur on an already developed right of way.
