Document Description
The project involves the re-approval of a General Plan Amendment to the Humboldt County General Plan-North Coast Area Plan (NCAP) and a Zone Reclassification of an approximately 13-acre undeveloped parcel. The GPA/ZR will redesignate and rezone the existing cleared area to allow the relocation of 14 residential cabins, and will redesignate and rezone the surrounding forested area as timberland. The GPA/ZR will result in approximately 4.8 acres of being planned and zoned Residential Estates and Residential Single Family, with the remaining 8.2 acres being planned and zoned Coastal Commercial Timber and Commercial Timber. The reconfiguration of the boundary between Commercial Timberland (TC) and Residential Estates (RE) plan designation results in a net shift of approximately 2.4 acres from RE to TC. To ensure the zoning is consistent with the land use designations, the ZR proposes to align the zone boundaries between Commercial Timber (TC) and Residential Single Family (RS) to coincide with the relocation of the land use designation boundaries. The existing combining zones specifying Design Review (D) and that No Further Subdivision [is] Allowed (X) will also be adjusted. The ZR proposes to add the Planned Unit Development (P) combining zone to the principal Residential Single Family zoning district, and will result in a zoning of RS-X-D-P for the cleared portion of the property. The surrounding forested area will be zoned TC with a Design Review combining zone (TC-D). Further, the GPA amendment proposes to shift the existing location of the urban limit line to run coincident with the new RE designated area on the parcel to maintain consistency with the NCAP. The applicant is not proposing an increase in the total number of cabins, nor is an increase allowed. The GPA/ZR will become effective upon certification by the California Coastal Commission.
