Four Creek Project GPA (ER 114-02)/Tumbling Water Development-Sacramento Drive Bridge Maintenance, Storm Water Outfall Replacement and Bay Leaf Bridge Construct

The proposed Project would consist of 3 parts. The first part consists of excavating and filling under the existing Sacramento Drive bridge to accommodate seasonal flow capacity at the site, replace and existing 42 inch storm drain outlet, and build a new bridge over a realigned drainage. The stream channel would be excavated to match the stream gradient immediately upstream and downstream from the bridge. Rock slope protection (RSP) would be placed in the channel to prevent scour and protect the bed, with a low-flow thalweg created in the channel. Geotextile fabric would be placed on the banks to assist with erosion control and establishment of vegetation. One small bay tree and one multi-trunk willow tree may be removed during construction. The second part if the Project would replace an existing 42 inch storm drain outlet at the Sacramento Street bridge site, with RSP installed at the outlet to form an energy dissipater. The third part would consist of building an arch-span bridge over the realigned drainage channel ~100 yards south of the intersection of Sacramento Street and Orcutt Road. Concrete footings would be built on the stream banks with RSP installed at the base of the footings for protection against scour.
