Document Description
Site Development Permit 5-15-4799 is a model home complex for Tract 17541. The model home complex is located on lots 1-6 of Tract 17541. The complex includes the construction of four of these units (lots 1, 2, 3 and 6), the alley and a parking lot with 10 parking stalls that include an accessible stall. The residence on lot 97 will be utilized as a sales office and the other three residences (lots 1-3) will be model homes. The project also includes a trellis over the entrance to sales office, a raised wooden deck next to the sales office, an accessible portable restroom, a 42-inch tall fence along Laurel and an American flag pole. Site Development Permit 5-15-4799 was evaluated in and contemplated by the SEIR that was prepared for the Shea/Baker Ranch project and certified by the City of Lake Forest City Council was evaluated in and contemplated by the Supplemental EIR that was prepared for the Shea/Baker Ranch project and certified by the City of Lake Forest City Council on May 15, 2012. The Shea/Baker Ranch certified SEIR was not challenged within the time period prescribed in subdivision (c) of Public Resources Code section 21167 and thus the SEIR is presumed valid in accordance with Public Resources Code section 21167.2. The proposed Site Development Permit is consistent with the scope of the approved Area Plan and Tentative Tract Map 16466. Therefore, the certified SEIR serves as the environmental documentation for the project and the project is in compliance with the requirements of CEQA.
