Document Description
The project is a model home complex consisting of four single-family dwellings on Lots 86-89 of Tract 17537, a 10-stall parking lot on Lots 90-92, 42-inch tall "trap" fencing, landscaping, a portable disabled-accessible toilet, an outdoor seating area with an overhead wood trellis, and on-site signage pursuant to Minor Planned Sign Program 11-13-3671. A temporary sales office will be established in the garage of the model home at Lot 89 and a small temporary shade trelllis will be constructed in the front of the garage. Sales complex hours of operation will be limited to daylight hours and generally as follows: Monday/Tuesday: 10:00-6:00 p.m.; Wednesday: 2:00-6:00 p.m.; Thursday-Sun: 10:00-6:00 p.m. The project was evaluated in and contemplated by the Supplemental Environmental Impact Report (SEIR) that was prepared for the Shea/Baker Ranch project and certified by the City of Lake Forest City Council on May 15, 2012. The Shea/Baker Ranch certified SEIR was not challenged within the time period prescribed in subdivision (c) of Public Resources Code section 21167 and thus the SEIR is presumed valid in accordance with Public Resources Code section 21167.2. The proposed project is consistent with scope of the approved Area Plan and Tentative Tract Map 16466. Therefore, the certified Supplemental Environmental Impact Report serves as the environmental documentation for the project and the project is in compliance with the requirements of CEQA.
