Document Description
Site Development Permit 12-13-3821 is a request to amend previously approved Site Development Permit 2-13-3116 for the development of the westerly portion of the Planning Area 1D of the Shea/Baker Ranch Area Plan (Area Plan 2-11-1732) with 85 single-family dwellings. The project includes three different floor plans, three different architecture styles and nine color schemes. Each unit will include a two-car garage and there are 63 off-alley shared parking stalls and 48 on-street parking spaces available. SDP 12-13-3821 includes a request for an alternative development standard to allow a three-foot minimum setback from the side and rear property lines for mechanical equipment (i.e., air conditioner units) in lieu of the four-food minimum setback required by the Baker Ranch Planned Community plan. The Site Development Permit was evaluated in and contemplated by the Supplemental Environmental Impact Report (SEIR) that was prepared for the Shea/Baker Ranch project (SCH# 2004071039) and certified by the City of Lake Forest City Council on May 15, 2012. The Shea/Baker Ranch certified SEIR was not challenged within the time period prescribed in subdivision (c) of Public Resources Code section 21167 and thus the SEIR is presumed valid in accordance with Public Resources Code section 21167.2. The proposed Site Development Permit is consistent with scope of the approved Area Plan and Tentative Tract Map 16466. Therefore, the certified SEIR serves as the environmental documentation for the project and the project is in compliance with the requirements of CEQA.
