The Removal Action Workplan (RAW) specifies cleanup procedures to be implemented at the existing Miland Elementary School for excavation, removal, and off-site disposal/treatment/recycling of soils contaminated with organochlorine pesticides. Excavation, sampling, and restoration activities are expected to occur over an approximate 45-day period.

Reasons for Exemption
This activity is a medium cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substance, with the removal action costing less than $1,000,000. The approved RAW includes an Excavation Plan, Engineering Evaluation/Cost Analysis, Health and Safety Plan, Transportation Plan Equivalent, and Dust Control Measures. Fieldwork will be conducted utilizing these engineering, administrative, and work practice controls. The project will not have a significant effect on the environment because of the relatively small volume, short project duration, and the controlled manner in which contaminated soils will be excavated, loaded onto trucks and taken off-site for disposal. The Site is not on the Hazardous Waste and Substances Sites List or in a sensitive cultural or boilogical resource area.
