Document Description
The project involves the excavation and off-site disposal of approximately 2,000 cubic yards of soil contaminated with polychlorinated biphenyls (PCBs) that is located underneath two rows of a trailer park. Previous investigations have shown that PCBs are present in soil underneath the southern two rows of the Ace Trailer Park. A draft Removal Action Workplan (RAW) has been prepared that details the cleanup procedures.

Reasons for Exemption
The proposed project will have no significant impact on the environment because the overall disturbance to the affected area is anticipated to be minimal. No residential streets will be affected. Control measures will be implemented to ensure that remaining tenants of the trailer park will be safe. There are no known historical features located on the site. The site is not designated as an area of critical habitat for sensitive, threatened, or endangered species. The site does not support any riparian habitat or any other sensitive natural community identified in local or regional plans, policies, or regulations or by the Califronia Department of Fish and Game or U.S. Fish and Wildlife Service. There will be no impact to surface water bodies or groundwater. The project qualifies for a Class 30 exemption because the project consists of a minor cleanup action taken to mitigate the release of a hazardous waste or substance. The removal action will cost less than $1 million, and the site is not a listed hazardous waste site pursuant to section 65962.5.
