sec 15301 and 15378(b)(4)
Reasons for Exemption
The action involves financial incentives to industrial customers for installation and modification of warer-use efficiency equipment or other capital/operational improvements at existing private facilities involving negligible or no expansion of use and no possibility of significantly impacting the physical environment. The fiscal aspects of the financial incentives themselves and potential agreements with member agencies or industrial customers are not subject to CEQA because it involves other governmental fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
