Document Description
Work under the Explanation of Significant Difference (ESD) will remediate polycyclic acromatic hydrocarbons (PAHs) and total petroleum hydrocarbons (TPH) as deisel and oil in near surface oil (resulting from past building fires and backfill material) that are above unrestricted use levels. The removal action will excavate approximately 6,500 cubic yards of soil to a depth not to exceed nine feet for offsite disposal.

Reasons for Exemption
The project is a small removal action consistent with the limitations of section 15330 and has an approximate cost of $450,000. The Site is not on the Hazardous Waste and Substances Site's List, dated April 1998. No special-status species were observed on the Site during an ecological screening evaluation field survey. The excavation will not cause a substantial adverse change to the CADA warehouse historic building or to the R Street Preservation District. If needed, stockpiling of the contaminated soil will occur overnight for transport the following morning. The stockpile material will be stored within the security fence and covered.
