The Sacramento Regional County Sanitation District and County Sanitation District No. 1 seek to annex the unincorporated community of Locke, and SRCSD to also annex Walnut Grove and Courtland to facilitate compliance with regulations recently imposed by the Central Valley Regional Water Quality Control Board, through enhanced wastewater treatment services.

Reasons for Exemption
The annexation will not cause a significant effect on the environment. Annexation of Courtland and Walnut Grove into SRCSD will allow the two communities to benefit from the established funding mechanisms provided by SRCSD, for enhanced wastewater treatment options. The project will not provide additional treatment capacity or facilities. Any future wastewater project resulting from enhanced funding mechanisms and/or enhanced wastewater treatment options associated with annexation into SRCSD will be subject to CEQA review.
