Document Description
The proposed project would develop a 4.92-acre currently vacant triangular parcel northwest of downtown Wheatland. The project site is located along the southwestern frontage of State Route (SR) 65 between Evergreen Drive and McDevitt Drive. The project requests an Amendment to: 1) the General Plan's Land Use Element and Map for 0.2 +/- acres from Public (fire station site) to Commercial at the northwest corner of SR 65 and Troxel Drive (future street); 2) the General Plan's Circulation Element and Map to eliminate Troxel Drive between SR 65 adn Wolf Ct.; and 3) the 1995 Specific Plan from Public (fire station site) to Commercial for 0.2 +/- acres at the northwest corner of SR 65 and Troxel Drive. In addition, the project involves a Rezone to add the "Planned Development Combining District" (PD) on the 4.92-acre site that is in the Heavy Commercial District (C-3 zone). The project also includes a Use Permit to construct a shopping center consisting of three one-story buildings (24,023 sf supermarket, 18,000 sf retail commercial building, 3,400 sf fast food with drive through window, and 160 sf coffee kiosk) in a Heavy Commercial District (C-3 zone), and Design Review of the proposed buildings, parking lot, lighting, landscaping, and signage.
