The Ekwill Street and Folwer Road extensions will take place in the Old Town portion of the City of Goleta, between Hollister Avenue on the north, SR 217 to the east, Fairview Avenue to the west and the Goleta Slough to the south and southwest. This area contains a mix of commercial, industrial, retail, and residential uses with the following land use designations adjacent to the proposed roadway improvements: Old Town Commercial, Open Space/Active Recreation, Business Park, General Commercial, Planned Residential, Visitor Serving, and General Industrial Service.
Document Description
CDFW is intending to execute a Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (#1600-2014-0138-R5) to the project applicant, the City of Goleta, represented by Rosemarie Gaglione. Permittee proposes to construct an extension of Ekwill Street and improvements to Fowler Road which will require a crossing over Old San Jose Creek (Ekwill Street Extension), the construction of a bioretention swale in the existing earthen drainage ditch between Technology Drive and Old San Jose Creek, and a new roadway knuckle connecting Fowler Road to Technology Drive (Fowler Road Extension). The crossing will be a pre-fabricated bottomless arch culvert with concrete headwalls and wingwalls at both ends of the culvert. In addition, two roundabouts will be situated ina general east-west direction along Hollister Ave. and intersect minor areas of mature riparian woodland vegetation. Old San Jose Creek only drains parts of downtown Goleta, and became an abandoned channel when part of the creek was diverted from Hollister Ave. to Goleta Slough, along Hwy 217. Most of the old channel is choked with Arundo (Arundo donax) and other non-native species. This Project is designed to relieve regional and local congestion by improving traffic circulation, access, and develop infrastructure within Old Town and between Old Town and the Santa Barbara Airport.
