Document Description
The Interim RAW, prepared in accordance with Health and Safety Code Section 25356.1(h) (1), includes groundwater extraction and treatment in Area F of the Site and in-situ enhanced reduction by the intorduction of Hydrogen Release Compounds (HRC) downgradient from Area F toward the ephemeral stream. Six deeper monitoring wells will be installed in the existing road alignment in the vicinity of the existing shallow wells.

Reasons for Exemption
This Class 30 action is a minor cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of hazardous waste or substance which is a small removal action costing approximately $800,000. The RAW includes groundwater extraction and treatment near building F and HRC injection to enhance attentuation of residual VOCs in groundwater. The site is not on the Hazardous Waste and Substances Site's List (pursuant to Government Code Section 65962.5) and is not near any identified cultural resource area. The project will not have a significant effect on the environment because: 1)The nearest offsite residential receptor to the work area is more than 1,200 feet from the nearest extraction and treatment equipment. This will provide adequate distance from an exposure to noise or potential chemical exposure from the extraction and treatment activity. 2) There will not be significant new construction in the stream channel and work areas of the site are largely developed areas. 3) The treatment will be located in secondary containment areas and will be near the extraction wells. 4) The treatment unit does not involve thermal oxidation units. 5) Prior to discharge to the creek, the facility shall submit data that demonstrates to DTSC's satisfaction that a. the treatment system will achieve the NPDES discharge standards of the Regional Water Quality Control Board and b. a program that assures that quality control will be maintained in achieving this standard. 6) Prior to the installation of the discharge and any associated equipment in the stream channel, evidence shall be provided to DTSC that all requirements of the Department of Fish and Game have been complied with, including any necessary permits. 7) To ensure no impact upon biological resources will occur from the instrallation and operation of the groundwater remediation, treatment and monitoring systems: a. Drilling of groundwater monitoring wells will be conducted before the vireos breeding season begins on March 15, 2005. b. The drilling rig will be kept within the existing roadbed in order to avoid impacts to sensitive biological resources. c. Native vegetation will not be removed for the purpose of installing new monitoring wells, treatment equipment, pipeline or treated water discharge. d. Potentially harmful substances will not be discharged in areas adjacent to the existing drainage.
