Document Description
The project will construct a new apartment style student housing project located in the southwest corner of the campus, bounded by LK Wood Boulevard on the west, Harpst Street on the north, Rossow Street on the east, and 14th Street on the south. The project will provide 434 new beds, replacing 156 beds of student housing in functionally obsolete buildings (Redwood Manor and Mai Kai) programmed for demolition, for a net capacity of 278 beds. The project will construct four three-story housing buildings, a community center/convenience store, and a maintenance/support facility for a total of 136,585 GSF. The residence buildings will house 76 four-bedroom apartments with four beds, 21 four-bedroom apartments with six beds, and two two-bedroom apartments with two beds for a total of 99 apartments and 434 beds. This EIR Addendum #4 address proposed minor revisions to Master Plan map and additional project description information and provides related environmental impact assessment. The 2004 Master Plan EIR was certified on November 17, 2004. The specific project includes revision to the 2004 Master Plan map to reflect revised student housing building footprint and re-orientation of the soccer field for the College Creek Housing Project, installation of a retaining wall to support the new soccer field alignment, installation of a fire lane to provide required access to the site, and culvert replacement and headwall installation. The proposed changes do not alter the objectives, size, and scope of the Master Plan. The planned Student Housing square footage and beds and the number of parking spaces will not change. Since completion of Addendum #3, project elements have been developed as a result of the College Creek Housing Project moving from conceptual plan to final design; specifically including realignment of the soccer field, changes to the building footprint layout, and installation of a fire lane to provide required access to the site. To provide stability for the project site (fire lane), the aforementioned revised project elements will necessitate a culvert replacement, installation of a culvert headwall, and construction of a soccer field retaining wall, and portions of these projects will involve work in and adjacent to an open ditch that outlets to City of Arcata stormwater drainage network.
