Document Description
The proposed project consists of a General Plan Amendment and rezoning of certain parcels of land to implement Program #19 contained in the adopted Housing Element of the Fremont General Plan. The Housing Element is one of seven required Elements of the General Plan and includes goals, policies and strategies to allow the City to meet housing objectives for all economic segments of the community as well as other identified special housing needs populations. The City, as part of its responsibility to provide housing, must identify the appropriate amount of land and infrastructure to meet the anticipated needs over the approximate six-year lifespan of the Element. Specifically, Housing Element Program #19 mandates that the City of Fremont consider rezoning of certain "transit corridor" properties (i.e., those located within 1/2 mile of an existing or planned transit stop for BART) for residential developments aimed at both intensifying densities in certain locations near mass transit development, and increasing the number of units affordable to very low- and low-income households. All of the properties included in Program #19 are within a 1/2 mile radius of either bus or BART service, in some cases directly on an Alameda/Contra Costa Transit bus line.
