Improvements to the basin are needed to improve its containment properties and meet requirements of the San Diego Regional Water Quality Control Board for wastewater spill basins. The project would further prevent sewage released due to an upset condition form percolating into the nearby San Elijo Lagoon, maintaining public health and water quality standards, and benefiting natural resources and recreational uses in the area.
