Project proposes to annually construct an eight foot high gravel berm to create a percolation pond adjacent to the low flow channel of Eel River, near the Rio Dell sewage treatment plant, as required by the North Coast Regional Water Quality Control Board. The gravel berms wash out annually during high flows.
