Document Description
SEA/EIR Addendum IP 16-378 has been prepared by the Corps and OC Flood Control District (OCFCD) as a supplemental document to the approved FSEIS/EIR for the SARI Line Protection/Relocation Project, certified Oct. 2009. This SEA/EIR Addendum, satisfying requirements for both NEPA and CEQA documentation, addresses two new or revised project elements: 1. Pipe Severing Element - After the SARI Line was relocated, the abandoned segment was filled with cellular concrete and the tops of the manhole cones that accessed the abandoned line were removed. As part of the Proposed Action, the abandoned pipeline section will now be severed in the place to complete the abandonment process. This project element consists of severing the abandoned SARI pipeline on each side of five river channel crossings, for a total of ten severing sites. This project element involves severing the abandoned SARI pipeline on the river side of each old manhole location at each crossing without entering the active channel and without removing any of the abandoned pipeline. Construction access to the severing locations would utilize existing access/maintenance roads. 2. Manhole Protection Element - This project element involves the installation of manhole protection that will be constructed as part of the Corps' Lower SAR, Reach 9 Phase 5B bank improvement project along the river side of La Palma Ave. in the City of Yorba Linda. The Manhole Protection Element of the Proposed Action consists of installing foundation protection of the YLS wastewater pipeline (an 18-inch diameter vitrified clay pipe [VCP] with concrete encasement). The proposed protection for the manholes and the adjacent section of the YLS sewer line would tie in to the planned bank revetment.
