A SEA/EIR Addendum has been prepared as a supplemental document to the approved FSEIS/EIR for the SARI Line Protection/Relocation Project, certified October 2009. This 2017 SEA/EIR Addendum, satisfying requirements for both NEPA and CEQA documentation, addresses two new or revised SARI Project elements: (1) pipe serving element - the abandoned, original pipeline section will now be severed in place on each side of five river channel crossings, for a total of ten severing sites. This project element involves severing the abandoned SARI pipeline on the river side of each old manhole location at each crossing w/o entering the active river channel and w/o removing any of the abandoned pipeline. Construction access to the severing locations would utilize existing access/maintenance roads; and (2) manhole protection element - this project element involves the installation of manhole protection that will be constructed as part of the Corps' Lower Santa Ana River, Reach 9 phase 5B bank improvement project along the river side of La Palma Ave in the city of Yorba Linda, Orange County. The Manhole Protection Element of the proposed action consists of installing foundation protection (24 in of grouted stone over 9 in of bedding material) around two manhole structures and a short segment of the Yorba Linda Spur wastewater pipeline (an 18 in diameter vitrified clay pipe with concrete encasement). The proposed protection for the manholes and the adjacent section of the YLS sewer line would tie in to the Corps' planned bank revetment.
