- Proposed modifications and improvements within Carlson Marsh include structural improvements, vegetation removal, restoration of riparian habitat, import of soil and export of vegetative debris, and removal of existing structures. IRWD proposes to make several modifications to improve the Carlson Marsh area of San Joaquin Marsh in order to accomplish the following goals: 1) Improve water circulation to promote vector control; 2) Reestablish a year-round water supply to the Carlson Marsh; 3) Remove invasive vegetation and restore riparian habitat; 4) Provide additional freeboard to reduce the susceptibility of adjacent facilities to flood damage.
