Document Description
Upon certification of the EIR Addendum #2, EnerTech (ET - project proponent) authorized its prime contractor, HDR, to begin detail engineering of the changes. As part of that work, HDR engaged a specialty subcontractor for the conventional biological treatment to provide the equipment. This subcontractor challenged the assumptions made by ET and HDR about the sizing of the proposed equipment and asked for a comprehensive test program of the actual materials to be processed in order to warrant performance.
