The first phase is comprised of 15,000 square feet. The second will be constructed after the first phase has been built and additional funding is secured.

Reasons for Exemption
This facility will occupy approximately 1.6 acres at the existing Talbott Park (10.7 acres) site. This use is consistent with park land uses described in the Parks and Recreation Master Plan that was prepared in conjunction with the 1998 General Plan update. The site is substantially surrounded by urban uses. The site can be adequately served by all required utilities and public services. The project site contains no rare, endangered or threatened species nor has value as habitat for endangered, rare or threatened species. Construction of the project will not result in any significant adverse effects relating to traffic, noise, air quality or water quality. The construction of this facility will not induce growth not otherwise anticipated as part of the City's General Plan update and Parks and Recreation Master Plan.
