Reasons for Exemption
1. The Post-Closure Permit continues monitoring of the 8.2 acres with a vegetation cover. There is a groundwater monitoring and soil sample program in place. The previous program was found to be to be adequate over the past 10 years and will be continued with the addition of more frequent periodic monitoring for the next 20 years than originally required. 2. Periodic Inspections required by the Post-closure Permit will verify that perimeter fences, warning signs, the vegetative cover, monitoring wells, piezometers, and stormwater runoff and run-on control systems are maintained. 3. While the Refinery has an air permit, there are no permitted sources or abatement devices at the Land Treatment Area. 4. To avoid discharge of potentially contaminated surface water, runoff is contained with dikes surrounding the LTA and the accumulated rainwater is pumped to the Refinery waste water treatment plant for proper treatment prior to discharge.
