The City of Downey has prepared an EIR that analyzes the environmental impacts created by the proposed update of nine of the ten chapters of the existing General Plan (Downey Vision 2010) adopted by the City in 1992. Land use designations are also proposed to be changed for 16 areas throughout the City.
