Document Description
National Cement operates an existing cement manufacturing plant near Gorman, CA. The primary fuel is petroleum coke. National Proposes to partially replace its fuel source with automobile and truck tires for up to 25% of the fuel to fire its kiln. An authority to construct and a new permit to operate must be issued by the Kern County Air Pollution Control District.
