Document Description
The 22nd District Agricultural Association is proposing to replace two existing temporary office trailers on the Horsepark property with two new temporary office trailers that will have substantially the same size, purpose, capacity, and located on the same site. The current offices were installed approximately 25 years ago and have significantly deteriorated over time. The dissipated condition of the trailers limits the function and capacity of Horsepark operations. Similarly, the condition of the trailers allows no weather insulation, which represents a health hazard to the employees. The existing offices are located east of the covered arena on the Horsepark property. The modular type existing offices are single department office trailers. The size of each of the two offices is 720 square feet. One office is used year-around by three employees for the operation of the Horsepark and the other office is only used during the show season for registration and operation of the shows at Horsepark. The existing interior design of Horsepark operation office includes three offices, one closet, and a kitchenette/coffee bar. The show season office trailer includes three offices. The proposed offices to replace the existing offices will each be approximately 720 square feet and will serve the same purpose and capacity. The modular type of the new offices will be the same as the existing trailers. The interior design of the new Horsepark operation office will include three offices, one closet, one Americans with Disabilities Act (ADA) complaint restroom, and kitchenette/coffee bar. The show season office trailer will be exactly the same as the existing trailer with three offices.

Reasons for Exemption
CEQA Guidelines Section 15302(b) defines the replacement of an existing structure of substantially the same size, purpose, and capacity and Class 2 exemption. The replacement trailers qualify for this exemption because, and previously described, the new office trailers will be approximately the same size, with the same purpose, capacity and location as the existing dilapidated offices. The replacement trailers will not increase the intensity of the use of the site. As such, potential environmental impacts, such increased noise or air emission levels, will occur. The replacement trailers will be located within a developed area where the existing office trailers are situated. No significant biological or cultural resources occur on or adjacent to the trailer location. As such, the replacement of the office trailers at the Horsepark property will not result in a significant impact on the environment. Therefore, the replacement trailers qualify for a categorical exemption from the CEQA pursuant to CEQA Guidelines Section 15302 (b)
