Emergency repairs to a 47 year old line consisting of 8-inch, 24-inch, 27-inch, and 30-inch diameter vitrified (VC) pipe for an approximate distance of 4,457 feet. New access will be needed and will follow the bottom of an existing drainage (rose Creek) and will be approximately 12-15 feet wide. Construction includes grading, repair of maintenance access, and installation of water crossings if needed. Once completed, other side canyons maybe cleaned depending upon the results of further inspections. All work will be done by the City staff and will be monitored by a biologist and an archaeologist. Erosion control measures and other BMP's will be used as needed.

Reasons for Exemption
The major 47-year-old sewer pipeline is located in the middle of Rose Creek. It has not been cleaned and based on records upstream, this line most likely contains roots, rocks, debris and grease. In the event of a sewer overflow, sewage would reach public waters in Mission Bay causing a significant environmental impact, threatening wildlife habitat, and public health and safety. The peak flow through this sewer line is approximately 3.42 million gallons per day.
