In November 2004, the City of Riverside circulated a Draft Environmental Imapct Report (DEIR) for the General Plan, updates to the Zoning Code and Subdivision Code, the Magnolia Avenue Specific Plan, and the Citywide Design and Sign Guidelines. In the process of reviewing the comments received on the previously circulated DEIR, the City determined to recirculate the DEIR persuant to Section 15088.5 of the California Environmental Quality Act Guidelines. This recirculated EIR includes all of the changes to the documents recommended by the City Council at the March 21, 2006 City Council hearing, updated information where available, information provided in response to comments and an amendment to the Noise Code for consistency with the proposed Noise Element and State regulations.
