- Santa Barbara County proposes to replace the 1993 Housing Element with the 2003-08 Housing Element. It contains new sections on housing needs and an inventory within the unincorporated area, an analysis of constraints to the development of housing and possible ways to reduce or eliminate such constraints, an elevation of the effectiveness of the 1993 Element's programs, and revised housing goals, quantified objectives, programs and policies, actions and development standards. It also contains a number of appendices that contain supplemental information, including public comments received on the draft Housing Element.
