Document Description
Emergency Permit for the treatment / chemical stabilization of potentially instable chemical material stored at Baskin Robbins. The material in question is an item identified in a recent lab pack at Baskin Robbins, which is housed in the research laboratory of Baskin Robbins at 1201 S Victory st in the city of Burbank. Because of the extremely reactive nature of this material, stabilization must occur before the material can be transported for offsite disposal. The material will be stored in a hazardous waste storage cabinet until stabilization can occur.

Reasons for Exemption
1. The activity is to take place in a designated area hazard control-zone outside of the building, in the parking lot. The activity will be preformed inside the Hot Zone of the hazard control-zone area to minimize any potential adverse ecological or environmental effects. 2. Trained or Hazardous waste specialists will be handling the marital to ensure safety during the treatment process. The Hazard control-zone area will be secured from foot and mobile traffic for a 50-foot radius in all directions. Authorized security personnel will provide security and traffic control. Bo unauthorized personnel will be allowed within the perimeter during the treatment. 3. The treatment process will not be conducted in an area with sensitive animal or plant species. 4. The treatment will use minimal amounts of chemical reagents to neutralized the hazardous waste. The treatment is of a small scale and no air emissions will result from the treatment process. The ground trailer/blast deflation unit will also serve as secondary containment process. 5. The treatment process is a stabilization procedure and thus is not expected to produce noise emissions. 6. The treatment process will be conducted "in container." Once the containers have been remotely opened and stabilized they can be set aside for packaging during the next scheduled lab pack.
