Document Description
The East 14th Street South Area Development Strategy is a refined land use, urban design and streetscape improvement plan that has been developed to implement San Leandro General Plan policies that call for making East 14th a more pedestrian friendly area. In order to achieve this, the plan promotes Smart Growth-oriented development which encourages transit-based infill mixed-use development. The Development Strategy also includes a number of conceptual streetscape improvements that are intended to improve pedestrian and vehicular safety. The levels of growth that area anticipated are consistent with the existing San Leandro General Plan levels of development. The mixture of uses, which include higher density residential, commercial and office uses would result in fewer overall levels of traffic than what was studied by the General Plan EIR. In order to more effectively achieve preferred types of land uses, new design guidelines and new zoning regulations are being proposed.
