Document Description
Granite Construction currently operates an aggregate mine and asphalt production facility under an existing CUP and Reclamation Plan (03-CUP-00000-00024 & 03RPP-00000-00001). Granite proposes to continue mining and processing activities as allowed under existing permits but, in addition, Granite proposes to import additional raw aggregate to extend the life of the existing hot mix asphalt (HMA) plant. The material imported to the site will exceed and will eventually replace the material that is extracted from the site, thereby converting the site into a processing only facility. Processing only is only allowed in the Agricultural zones if the Comprehensive Plan designates the site as a Minerals Industry Overlay site. The proposed General Plan Amendment would establish such an Overlay and the proposed revisions to the CUP and Reclamation Plan would extend the life of the asphalt production facility by approximately 50 years.
