Approval of a License Agreement that allows the Eastern Municipal Water Dist. (EMWD) to construct, operate and maintain a series of basins for groundwater recharge in the San Jacinto River. Pursuant to CEQA, the EMWD assumed the Lead Agency role and on August 4, 2004 adopted a Final EIR for the Hemet/San Jacinto Integrated Recharge and Recovery Program.
