Document Description
Miller's Lodge is a private campground on the Arroyo Seco River approximately 10 miles west of the confluence of the Arroyo Seco and Salinas Rivers. A large concrete "Arizona" crossing, rebuilt in 1994 after being washed out by high flows, spans the river at Miller's Lodge. Five corrugated metal pipe culverts, each 36 inches in diameter, enable water to pass through the 12-foot wide structure during low flows, while water flows over the structure during high flows. Sediment has accumulated in front of the culvert due to aggradation caused by the hardened structure in the river channel, while a large scour pool exists at the culvert outflows. Sediment has almost completely plugged four of the five culverts, while flows in the fifth culvert have created a velocity barrier to juvenile fish trying to migrate upstream. Under the proposed project, a backhoe would be used to remove approximately 100-cubic yards of sediment from the upstream side of the concrete crossing. The gravel would be removed from an area approximately three (3) to five (5) feet upstream from the crossing to a depth of approximately three (3) feet, and the culverts would be cleared of gravel and debris. All material excavated from the project site would be placed in a truck and disposed of at an appropriate offsite location where it could not reenter the stream channel. Silt fencing or other suitable material would be placed downstream from the project site to enable suspended sediment to settle out and reduce turbidity in the stream. Issuance of a Streambed Alteration Agreement Number 1600-2003-0403-3 pursuant to Fish and Game Code Section 1603.
