The project involves 4 elements: 1) Upgrading and expanding an existing marine container terminal at the Port of Los Angeles, 2) Constructing a new on-dock rail yard on the terminal, 3) Relocating the existing PHL rail yard to Berth 200B to accommodate the new on-dock rail yard, and 4) constructing a buffer between the terminal and the Wilmington community.
